Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:

Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. Ontario Just Raised the Simple-Connection Limit, and Sarnia Sizing Sits Right in the Gap
Until this year, a home system over 10 kW in Ontario either went through the longer connection process for embedded generators or was derated — deliberately limited in output — so it would fit under the line. On 1 May 2026 the Ontario Energy Board raised that ceiling to 12 kW, and said plainly that the change removes the need for customers to derate their systems. It is a provincial rule in the Distribution System Code, so it reaches Sarnia through Bluewater Power exactly as it reaches every other Ontario city through its own utility. The gap between 10 and 12 kW is not academic here. A system Xolar has running in the Sarnia area, an 11.25 kW array at Lambton Shores installed in 2025, sits squarely inside it — under today’s rule that is an ordinary micro-embedded connection, and under last year’s it was not. At 1,190 kWh per kW, Sarnia turns a system that size into a lot of electricity, which is exactly why the band matters here.
Sarnia Sits in Ontario's Shortest Payback Band, With a Century-Old Local Utility
Sarnia’s payback of 7 to 10 years is the shortest band anywhere on this site, shared with only two other places — Windsor and Chatham-Kent, its neighbours along the same stretch of southwestern Ontario. No other Ontario city on this site is quoted below eight years at the low end.
The reason is the sun. At 1,190 kWh per kW a year, Sarnia is among the highest figures in the province, behind Chatham-Kent at 1,210 and Windsor at 1,200 and ahead of everywhere else we serve in Ontario. On a typical 10 kW system that supports an average saving of about $2,250 a year.
Electricity here is distributed by Bluewater Power Distribution Corporation, which has been operating out of Sarnia for more than a century — it dates its own history to small offices on North Front Street a hundred years ago — and which filed its application with the Ontario Energy Board for 2026 distribution rates effective 1 May 2026. It is a local distributor in the genuine sense, not a brand left over from a merger.
What that changes for you is less than you might hope, and it is worth being straight about it.
