Nova Scotia Power still credits exported solar 1:1 at the full retail rate – and in Nova Scotia that retail rate is about 19.128 cents per kWh as of 1 May 2026, among the highest in Canada.

Those two facts compound. In most of the country, 1:1 net metering is being withdrawn or replaced: BC Hydro moved new customers to roughly 10 cents per kWh in July 2026, and SaskPower credits well under retail. A Sydney homeowner exporting surplus is credited at nearly twice what a BC Hydro customer now receives for the same kilowatt-hour.

It is the reason Cape Breton’s economics work on 1,080 kWh/kW – production that would be unremarkable in Alberta. High rates make every generated kilowatt-hour valuable, and 1:1 crediting means the surplus is worth as much as the power you use directly.

Modest Sun, Expensive Power: Why Sydney Pays Back Faster Than Winnipeg

Sydney produces about 1,080 kWh per kW a year. That is unremarkable – well behind the prairies, roughly comparable to southern Ontario. Yet Sydney’s payback is 8 to 11 years, while Winnipeg, at 1,280 kWh/kW and over 2,300 hours of sunshine, takes 15 to 22.

The difference is the price of the electricity you stop buying. Nova Scotia Power charges about 19.1 cents per kWh, among the highest rates in Canada. Manitoba Hydro charges about 9.97 cents, the lowest. Every kilowatt-hour a Sydney panel generates is worth roughly twice what the same kilowatt-hour is worth in Winnipeg, and that outweighs a 200 kWh/kW production gap several times over.

It is the clearest example we have of why solar economics are decided by your utility bill rather than by your latitude. On a Cape Breton roof, about $1,750 a year in savings against those rates is what produces a single-digit payback.

Solar on a Cape Breton Coast: Salt, Wind and Roof Condition

Sydney, Whitney Pier, North Sydney and Glace Bay are coastal, and coastal installations need specifying for it.

Salt-laden air is corrosive to fixings and racking, so mounting hardware and flashings should be selected for a marine environment rather than an inland one – the cost difference is small and the failure mode is not. Wind loading matters more here than in a sheltered valley, which affects rail spacing and attachment density rather than whether solar is viable.

The more common practical constraint is roof age. Cape Breton’s housing stock includes a lot of older homes, and panels last 25 years.
