Moose Jaw benefits from Saskatchewan’s exceptional solar irradiance at 1,370 kWh/kW – among the highest in Canada. SaskPower provides electricity with net metering credits at 7.5¢/kWh. While payback is longer than provinces with retail-rate credits (13-17 years), rising SaskPower rates (3.9% increase in 2026) improve the long-term economics.

At 1,370 kWh per kW a year, a Moose Jaw roof generates roughly 13 per cent more than one in Chatham-Kent, the sunniest city in Ontario at 1,210, and about 14 per cent more than Windsor. On the physics, this is one of the best places in the country to put up panels. On the invoice, it is one of the more expensive. The difference is not the equipment or the installer; it is what each province puts on the table. Ontario runs the Home Renovation Savings Program, which pays $1,000 per kW up to $5,000 for solar and the same again for battery storage — up to $10,000 in total. Saskatchewan offers nothing comparable. Asked whether it has incentives for residential solar, SaskPower answers that there are no rebates or programs. Add the $31.16 monthly basic charge that stays on a Saskatchewan bill regardless of generation, and a Moose Jaw payback of 13 to 17 years starts to make sense despite the sunshine. Worth knowing before you compare quotes across provinces: the number that differs most between a Moose Jaw quote and an Ontario one is rarely the price of the system.

SaskPower bills in two parts. There is an energy charge of 15.476 cents per kilowatt-hour, effective 1 February 2026, and there is a basic charge of $31.16 a month that you pay for being connected at all.

The basic charge is the number to hold on to, because it behaves unlike everything else on the bill. It does not fall when you use less. It does not fall when you generate your own electricity. Across a year it comes to about $374, and a Moose Jaw system that offset every single kilowatt-hour you draw would still leave that on the account.

It is also unusually large by national standards. Nova Scotia Power’s residential base charge is $20.08 a month, so a Saskatchewan household pays roughly $133 a year more before a single kilowatt-hour is counted. That fixed floor is one of the two reasons solar payback in Saskatchewan runs long despite the province having some of the best sunshine in the country — the other being that Saskatchewan offers no residential solar rebate at all.

So when you read that Moose Jaw is modelled at 1,370 kWh per kW a year, out-producing every city in Ontario, and then see a payback of 13 to 17 years, this is a large part of the explanation. The sunshine is genuinely excellent. What is missing is a rebate to reduce the up-front cost and a bill structure where more of the charge is avoidable. The average saving here, about $2,400 a year, is among the highest on this site — it is the cost side, not the savings side, that stretches the payback.
