Greater Sudbury Hydro offers 1:1 net metering – excess solar earns credits at the full retail rate. With Time–of–Use billing, on–peak credits at 20.3¢/kWh are more than double the off–peak rate. Credits roll over for 12 months. As of May 1, 2026, the simplified micro–embedded generation connection threshold was raised to 12 kW for residential customers (net metering itself remains available for systems up to 500 kW). Ontario's HRSP offers up to $10,000 for solar + battery installations, but solar under HRSP must be sized for load displacement only – net metering is not permitted under HRSP. Customers must choose one or the other.

Ontario’s Time–of–Use electricity rates range from 9.8¢/kWh (off–peak) to 20.3¢/kWh (on–peak), with mid–peak at 15.7¢/kWh (OEB RPP, Nov 2025–Oct 2026). Sudbury electricity is distributed by Greater Sudbury Hydro. Solar panels generate most during daytime on–peak hours, earning you credits at the highest rate. The Ontario Electricity Rebate provides a 23.5% discount on your bill.

On-peak power costs 2.1× what the same kilowatt-hour costs off-peak. At the Ontario Energy Board's benchmark of 700 kWh a month, that is the difference between $68.60 and $142.10 on the electricity line alone — delivery and regulatory charges are billed separately, and the Ontario Electricity Rebate then takes 23.5% off the total.

This is why solar pays better here than a flat rate would suggest. A rooftop array produces most between 11 a.m. and 5 p.m. — precisely the summer on-peak window — so the power it offsets is the most expensive power Sudbury buys.

Solar Panels in Sudbury, Ontario - Northern Ontario

Sudbury has lower but still viable solar production at 1,050 kWh per kW annually. Greater Sudbury Hydro distributes electricity. Northern Ontario’s clear skies and long summer days support solar performance. Higher electricity costs in northern areas can partially offset lower production.

Ontario HRSP - Up to $10,000 for Solar + Battery

Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:

  • Up to $5,000 for solar panels ($1,000/kW)
  • Battery storage at $300/kWh up to $5,000
  • HRSP maximums are per category rather than one shared pot: up to $10,000 for solar and storage, up to $12,000 for heat pumps, up to $7,700 for insulation

Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. Sudbury Gets Less Sun Than Almost Anywhere We Serve. It Still Saves the Most.

Sudbury is modelled at 1,050 kWh per kW a year. That places it 33rd of the 35 Ontario cities on this site — only Sault Ste. Marie, at 1,030, is lower, and Thunder Bay and Huntsville match it exactly. Set against Chatham-Kent at 1,210, a panel in Sudbury gives up around 13 per cent of its annual output.

So it is worth explaining why the average Sudbury customer saves $2,350 a year — more than London at $2,100, more than Oshawa at $2,150, more than Niagara Falls at $2,100 and more than St. Catharines at $2,080. Every one of those cities gets better sun than Sudbury does.

The answer is that a solar system is sized to a house, not to a latitude. The typical system size quoted for Sudbury is 10 kW, against 9 kW for London and 9 kW for Oshawa. A northern house is heated harder and runs bigger electrical loads through a longer winter, so the bill being offset is larger and the system built to offset it is larger too. Ten kilowatts at 1,050 kWh/kW produces about 10,500 kWh a year; nine kilowatts at Oshawa’s 1,140 produces about 10,260.

What this does not do is shorten the payback. Sudbury runs 10 to 13 years against London’s 8 to 11, because a bigger system costs more to buy in the first place. Weaker sun on a larger roof buys a larger annual saving for a larger up-front cost — a better absolute return, not a faster one.

If you are holding a Sudbury quote up against a figure a friend in southern Ontario mentioned, that is the distinction worth keeping straight. The right question is not whether Sudbury gets enough sun. It plainly does. The question is how many years you intend to stay in the house.

Greater Sudbury's Own Retrofit Programme Pays No Rebates — and Is Currently Waitlisted

The City of Greater Sudbury runs CHIRP, the Community Home Improvement and Resilience Program. It is worth knowing what it is, because the name suggests a rebate and it is not one. The City puts the position plainly: CHIRP is a guidance and support service, and the City of Greater Sudbury does not perform construction work or provide direct rebates.

What it does provide is free one-on-one support from a Home Improvement Navigator, who helps you understand your energy use, weigh up retrofit options, and identify which grants and rebates you can actually claim. For a homeowner trying to work out how solar sits alongside insulation and a heat pump, that is genuinely useful. It is advice, not money.

As of this writing the programme is not taking new participants. The City says that because of high interest its team is working one-on-one with existing participants and will not be able to begin with new ones until those requests are complete; applications are being taken onto a waitlist in the meantime.

None of that affects what you can claim. Ontario’s Home Renovation Savings Program covers solar panels and battery storage together, up to $10,000, and is administered provincially rather than by the City — so a CHIRP waitlist does not hold it up. Greater Sudbury Hydro handles your net metering connection separately again. CHIRP is a useful front door when it is open. It is not a gate you have to get through first.

If Sudbury has poor sun, why is the average saving higher than in London?

Because the system is bigger.

The typical system size quoted for Sudbury is 10 kW against 9 kW for London, and a northern house running a longer, colder heating season has a larger bill to offset in the first place.

Sudbury’s average saving works out at $2,350 a year against London’s $2,100, even though a London panel produces about 11 per cent more per kW installed.

The trade-off appears in the payback rather than the saving: Sudbury runs 10 to 13 years and London 8 to 11, because the larger system costs more to buy.

Who connects a solar system in Sudbury, and does the City pay anything towards it?

Greater Sudbury Hydro Inc. is the licensed distributor and handles the net metering connection.

It is part of Greater Sudbury Utilities Inc. and distributes to over 48,300 customers across the City of Greater Sudbury and the Municipality of West Nipissing — so if your address is in West Nipissing rather than Sudbury proper, it is still the same utility.

The City itself pays nothing towards solar: CHIRP is explicitly a guidance service that does not provide direct rebates, and it is currently waitlisted.

The money comes from Ontario’s Home Renovation Savings Program, up to $10,000 for solar panels and battery storage together.
