Regina Has the Sun. The Payback Is Still 13 to 17 Years.

Regina produces about 1,340 kWh per kW a year – among the highest figures in Canada, ahead of Saskatoon’s 1,320 and far ahead of anywhere in British Columbia or Ontario. Over 2,300 hours of sunshine a year is not the constraint here.

The payback is 13 to 17 years anyway, and it is worth being straight about why. Payback is set by what your generation displaces and what your surplus earns, not by how much you produce. SaskPower’s energy charge is about 15.5 cents per kWh with a $31.16 monthly basic charge that solar cannot touch, and exported surplus does not earn the retail rate. Strong production against those terms still gives roughly $2,450 a year in savings – the highest annual figure of any city we serve – but on a system that takes longer to pay for itself than one in sunnier-on-paper Alberta.

If you are buying purely on speed of return, Saskatchewan is a middling case. If you are buying 25 years of rate protection in a province where the basic charge alone is $374 a year before you use a single kilowatt-hour, the maths reads differently.

What SaskPower's Basic Charge Means for System Sizing in Regina
