Clean Energy Financing – Closed to New Applications
Bridgewater was one of the founding municipalities of Clean Energy Financing, the Clean Foundation’s property-assessed clean energy (PACE) programme, which let homeowners finance solar through a charge attached to the property rather than to them personally – so the balance transferred to the next owner on sale. It ran in twelve Nova Scotia municipalities.
Clean Foundation now states that Clean Energy Financing is no longer accepting new applications. Existing applicants can contact the programme directly. Budget a Bridgewater system without it, and treat any quote that assumes PACE financing with caution.
Enhanced Net Metering
NS Power credits excess solar at the full retail rate (~19.1 cents/kWh). Systems up to 27 kW use the simplified interconnection option; up to 100 kW are eligible. Credits roll over 12 months, and year-end surplus credits are paid out at the retail rate – one of the best net metering programs in Canada.
Federal Greener Homes Programs – Closed
The federal Canada Greener Homes Grant closed to new applicants in March 2024, and the Greener Homes Loan closed October 1, 2025. Neither is available to new applicants. With Clean Energy Financing also closed, net metering is now the primary mechanism working in your favour here – alongside Nova Scotia’s high electricity rate, which is what makes an 8 to 11 year payback possible on 1,100 kWh per kW.
Modest Sun, Expensive Power, and an Eight-Year Payback
Bridgewater is modelled at 1,100 kWh per kW a year. That is mid-table for Nova Scotia — behind Truro at 1,150, New Glasgow at 1,130 and Amherst at 1,120, level with Dartmouth, ahead of Sydney and Halifax.
It is also well behind most of western Canada. Estevan, in Saskatchewan, is modelled at 1,400 — more than a quarter more sunshine on the same panel. And yet Bridgewater quotes a payback of 8 to 11 years while Estevan quotes 12 to 16.
The entire explanation is the price of electricity. Nova Scotia Power charges 19.128 cents per kilowatt-hour, effective 1 May 2026, among the highest residential rates in Canada. Saskatchewan’s energy charge is markedly lower. Every kilowatt-hour a Bridgewater system generates displaces a more expensive kilowatt-hour, so the system pays for itself faster on considerably less sunshine.
This is the single most misunderstood thing about residential solar, and it is worth holding onto when someone tells you the Maritimes are a poor place for panels. Sunshine sets how much electricity you make. The rate sets what that electricity is worth. A cloudy province with expensive power can beat a sunny one with cheap power, and in Canada it frequently does.
One consequence follows directly. Rate increases, which are unwelcome news for everyone else, improve the return for anyone who already owns a system — you have fixed the price of the power you generate for twenty-five years.
What Nova Scotia Power Will and Will Not Buy
Two rules govern how a Bridgewater system settles with the utility, and the second one is the one that decides your system size.
The first is generous. Nova Scotia Power credits excess generation at the full retail rate — the same 19.128 cents you pay to buy electricity — rather than at a discounted export price. Several provinces have moved away from that arrangement; British Columbia closed its equivalent to new customers in July 2026 and now pays a fixed 10 cents. Nova Scotia has not. Credits roll over across twelve months, and surplus credits at year end are paid out at the retail rate.
The second is the constraint. Nova Scotia Power does not purchase generation above what you consume in a calendar year. The programme will accept a system up to 27 kW on your home’s meter, and up to 100 kW is eligible under the wider programme, but neither ceiling is what limits a sensible design. Your own annual consumption is.
So the sizing question in Bridgewater has an unusually clean answer. Take twelve months of bills, total the kilowatt-hours, and build to cover that — no more. Capacity beyond it produces electricity the utility will not buy, which makes those extra panels worth nothing rather than worth a reduced rate.
Where a roof genuinely outruns the household, the useful conversation is about shifting load into daylight or adding storage, not about adding panels.
