BC Hydro closed its 1:1 net metering rate (Rate Schedule 1289) to new customers on 1 July 2026, following a BC Utilities Commission decision. New Abbotsford systems take Rate Schedule 2289, under which BC Hydro buys excess generation at 10 cents per kWh and pays each billing cycle rather than once a year. Declining the solar rebate does not keep you on the old rate — it is closed either way — so take the rebate. Customers who took the solar rebate moved to RS 2289 on 1 July 2026. If you accepted only the battery rebate, your service rate is unaffected. BC Hydro does not allow a pro–rated or combined arrangement across the two rates.

BC Hydro bills in two steps – 11.87 cents per kWh for the first 675 kWh a month, then 14.08 cents above it – with increases of 3.75% in both 2025 and 2026. Abbotsford properties tend to sit well into Step 2, particularly agricultural sites in Sumas Prairie and Matsqui carrying irrigation, ventilation or refrigeration load, so generation here displaces electricity at the higher rate rather than the average one.

What the 2026 Export Rate Means for an Abbotsford System

Abbotsford is a BC Hydro service area, so the 2026 change applies here in full.

Since 1 July 2026, new customers are credited at a fixed export rate of about 10 cents per kWh (Rate Schedule 2289) rather than 1:1 retail credit. The BC Utilities Commission approved it on 24 March 2026. Rate Schedule 1289, the old 1:1 arrangement, is closed to new customers altogether — declining BC Hydro’s solar rebate does not keep you on it, so take the rebate. BC Hydro now also pays for exports every billing cycle rather than banking credits to a yearly reconciliation.

Abbotsford is one of the places least damaged by the change. Properties with high, steady on-site consumption — farms with irrigation, ventilation or refrigeration load especially — use most of what they generate rather than exporting it, and it is only the exported share that now earns the lower price. A smaller household on a well-oriented roof that exports heavily through the summer feels the change far more. The practical consequence for a farm quote is that sizing to on-site load, rather than to the available roof area, is worth more than it used to be.

Why Abbotsford Beats the Rest of the Lower Mainland

Abbotsford produces about 1,030 kWh per kW a year. That is the best figure of any Lower Mainland city we serve – ahead of Vancouver at 1,010, and about 5% ahead of Coquitlam and Burnaby at 980.

The reason is distance from the coast. Marine fog and low cloud that sit over Vancouver and the North Shore thin out as you move up the Fraser Valley, so Abbotsford collects more usable direct sun across the year, particularly in the shoulder seasons when coastal cloud is heaviest. It is a modest edge rather than an Okanagan-sized one – Penticton still makes 1,270 – but within the Lower Mainland it is the difference between a marginal roof and a good one.

On a typical 8 kW Abbotsford system that works out to roughly 8,200 kWh a year, about $1,850 in savings, and a 10 to 13 year payback.

Solar on Abbotsford Farms and Outbuildings

A large share of Abbotsford is agricultural – Sumas Prairie and Matsqui in particular – and farm properties are a different solar proposition from a suburban house.

Three things usually work in their favour. Barns, equipment sheds and packing buildings tend to have large, simple, unshaded roof planes, which are cheaper per kilowatt to build on than a cut-up residential roof. Consumption is higher and flatter across the year, especially with irrigation, ventilation or refrigeration load, so more of what you generate is used on site rather than exported – which matters a great deal now that BC Hydro pays about 10 cents per kWh for exports rather than crediting 1:1. And a farm’s service is often already sized for three-phase or heavier single-phase load, which removes a common upgrade cost.

The catch is that roof condition and structure vary enormously on older agricultural buildings, so the structural assessment matters more here than on a 20-year-old house.
