Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:

- Battery storage at $300/kWh up to $5,000
- HRSP maximums are per category rather than one shared pot: up to $10,000 for solar and storage, up to $12,000 for heat pumps, up to $7,700 for insulation
Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. Fifth-Best Sun in Ontario — Behind Chatham-Kent, Windsor, Ottawa and Sarnia
Of the 35 Ontario cities on this site, five are modelled above 1,175 kWh per kW a year. Chatham-Kent leads at 1,210, then Windsor and Ottawa at 1,200, Sarnia at 1,190, and Niagara Falls at 1,180. Everything else in the province sits below that, including the whole of the GTA.
The gap is not dramatic — a Niagara Falls panel produces about 2.5 per cent less than a Chatham-Kent one — but the direction matters when you are comparing quotes with relatives elsewhere in Ontario. Against Sudbury at 1,050 the same panel produces roughly 12 per cent more here. Against Oshawa at 1,140, about 3.5 per cent more.
What that buys is a payback of 9 to 11 years, among the shorter ranges in the province, on an average system of 10 kW saving around $2,100 a year.
The honest caveat is what Niagara Falls does not have. London homeowners can borrow up to $40,000 from their city at 2.5% to pay for solar; Durham Region residents can borrow at 2%. We could find no equivalent municipal loan or rebate covering solar in Niagara Falls or the wider Niagara Region — Niagara Renovates, the regional programme people most often hear about, is an income-tested repair programme for affordable housing rather than a retrofit loan. So the money here comes from one place: Ontario’s Home Renovation Savings Program, up to $10,000 for solar panels and battery storage together, plus the value of the electricity you stop buying.
Given the sun, that is usually enough. But it does mean a Niagara Falls quote should be compared against ordinary financing rather than a subsidised municipal rate.
Connecting to Niagara Peninsula Energy: Seven Steps, and 12 kW Is the Dividing Line
Niagara Falls is distributed by Niagara Peninsula Energy Inc., whose engineering department sits at 7447 Pin Oak Drive in Niagara Falls itself. NPEI splits generation connections at 12 kW: systems of 12 kW or less follow a micro path, and anything larger is treated as a small, mid-sized or large embedded generator, which is a slower and more involved process. Almost every residential rooftop falls on the micro side of that line.
NPEI publishes the sequence as seven steps: a preliminary consultation information request, then the micro DER application, then a site visit by an engineering technician, then the net meter connection agreement and offer to connect, then design and build, then commissioning and a witness test, and finally the connection itself.
Two details are worth drawing out. The first is the engineering technician’s site visit, which happens before you build — NPEI assesses and approves every distributed energy resource connection on its system, and it publishes a DER hosting capacity methodology to work out how much generation a given part of the grid can take. The second is that NPEI follows Hydro One’s technical interconnection requirements rather than writing its own, so the equipment standards your inverter has to meet are the provincial ones.
In practice your installer runs this process. What it means for you is timing: there is a site visit and a witness test between signing and generating, and neither is negotiable. A system is connected when the utility says it is connected.
