Ontario’s net metering program credits excess solar at the full retail rate. Credits roll over for 12 months. As of May 1, 2026, the residential threshold rose to 12 kW. Mississauga homeowners can access HRSP ($5K solar + battery at $300/kWh up to $5K) or net metering (1:1 retail credits) – but not both.
Ontario HRSP - Up to $10,000 for Solar + Battery
Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:
- Up to $5,000 for solar panels ($1,000/kW)
- Battery storage at $300/kWh up to $5,000 (requires approximately 13.3 kWh to reach the cap)
- HRSP maximums are per category rather than one shared pot: up to $10,000 for solar and storage, up to $12,000 for heat pumps, up to $7,700 for insulation
Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. The Best Modelled Sun in the GTA, and Why That Matters Less Than You Would Think
Mississauga is modelled at 1,170 kWh per kW a year. Across the 35 Ontario cities on this site that is level with London, behind Chatham-Kent at 1,210, Windsor and Ottawa at 1,200, Sarnia at 1,190 and Niagara Falls at 1,180 — and it is still the highest figure anywhere in the Greater Toronto Area, ahead of Toronto itself at 1,163, Oakville, Brampton and Burlington at 1,160, Markham and Milton at 1,155, Richmond Hill and Vaughan at 1,150, and Oshawa at 1,140.
So Mississauga wins the GTA. The useful question is by how much, and the answer is: not by much. The gap between the best GTA figure and the worst is about 2.6 per cent. Over a year on a 10 kW system that is a difference of a few hundred kilowatt-hours — real, but smaller than the difference between a south-facing roof and a west-facing one, and far smaller than the difference between a clear roof and a partly shaded one.
What that means practically is that if you are choosing between quotes, the modelled city figure is close to irrelevant. Every installer working in the GTA is starting from roughly the same resource. What separates a good design from a mediocre one is the assessment of your particular roof: its orientation, its pitch, what overshadows it in July versus December, and how much of the array can sit on the best plane rather than being split across three aspects to make the numbers fit.
The places where Mississauga’s figure genuinely helps are marginal roofs. A north-east facing plane that would not quite justify itself at 1,140 may just clear the bar at 1,170. For a straightforward south-facing roof, the extra two per cent is a rounding difference on a decision you were going to make anyway.
Eight to Twelve Years Is a Four-Year Spread. Here Is What Moves You Within It.
This page quotes a payback of 8 to 12 years, which is a wide band, and it is worth being explicit about what decides where you land — because most of it is not the equipment.
The first factor is how much of your generation you use yourself rather than export. Ontario credits exports at the retail rate under net metering, so this matters less here than in British Columbia, but the timing still matters: credits carry forward for twelve months and are applied against later bills, so a household whose consumption roughly tracks its generation across the year settles up more cleanly than one that banks a large surplus.
The second is Time-of-Use pricing. Ontario charges 9.8 cents off-peak, 15.7 mid-peak and 20.3 on-peak. Solar produces around the middle of the day, which is when the province charges most, so the electricity you avoid buying is expensive electricity. A household that also runs its dishwasher, laundry and car charging in daylight rather than at 11pm shifts further up that curve.
The third is the Ontario Electricity Rebate, which takes 23.5% off the subtotal of an eligible bill and has done since 1 November 2025. It reduces the cost of the power you are displacing, which lengthens payback rather than shortening it — a genuinely counterintuitive effect that many savings estimates ignore.
The fourth is financing. Mississauga has no municipal retrofit loan of the kind London and Durham Region offer, so the rate you borrow at is whatever you negotiate. Over ten years that choice moves the payback more than any panel-brand decision will.
