The Home Renovation Savings Program, worth up to $10,000 for solar panels and battery storage together, is a provincial programme. The 23.5% Ontario Electricity Rebate is applied provincially. What that leaves is the part that genuinely is local, and it is the part worth spending your attention on: the roof. Hamilton’s housing runs from narrow lower-city lots with short, shaded roof planes to large properties in Ancaster, Flamborough and Waterdown with room for a full array and no obstruction. Two houses in the same city, on the same rate, with the same rebate available, can support very different systems.
One municipal programme does exist, and it is worth knowing what it is not. Better Homes Hamilton, formerly HERO, is a City local improvement charge scheme that lends against your property and is repaid through the property tax bill over 10 to 15 years. Its eligible measures are building envelope work and mechanical systems, principally heat pumps — solar photovoltaic panels are not listed among them. So it may well be worth using for the rest of a retrofit, but it is not a route to paying for an array.
So when you compare solar quotes, compare the roof assessment and the production estimate, not the incentive list. The incentives will be identical. The roof will not.
