Manitoba Hydro charges about 9.97 cents per kilowatt-hour — the lowest residential rate in Canada. For a household that is unambiguously good. For a solar investment it is the central difficulty, and it is worth being direct about why.

The value of a solar system is the electricity you no longer buy. Where power is expensive, each generated kilowatt-hour is worth a lot; where it is cheap, the same kilowatt-hour is worth little. Winkler produces 1,290 kWh per kW a year, more than any city we serve in Ontario, and each of those kilowatt-hours displaces electricity worth about half what it would be worth in Nova Scotia, where the rate is 19.128 cents.

That is the whole explanation for a 15 to 22 year payback sitting beside excellent sunshine.

So who should still do it? Someone planning to stay in the house for the long term, who wants to fix a large part of their electricity cost against future increases, and who is not treating the system as a financial product with a quick return. Equipment that operates for twenty-five years and pays for itself in fifteen to twenty-two is a real return — a slow one, and an unforgiving one if you move in year seven.

And anyone who tells you a Winkler system pays back in eight years is either using someone else’s province’s rate or ignoring the export price. Ask which numbers they used.

Manitoba Hydro runs a net billing programme rather than one-for-one net metering, and the distinction decides how a Winkler system should be designed.

Electricity you generate and use in the same moment displaces power you would have bought at about 9.97 cents per kilowatt-hour. Electricity you export is purchased from you at the export rate of 7.173 cents, effective 1 April 2026. The difference is roughly 2.8 cents on every exported kilowatt-hour — about 28 per cent of its value.

Ontario and Nova Scotia credit exports at the full retail rate, so their customers can treat the grid as a neutral store. Manitoba customers cannot. Here, generation you consume yourself is worth more than generation you send out, and that changes two decisions.

Sizing is the first. A system built past your own consumption is monetising the excess at a discount for its entire life, so the sensible starting point is twelve months of your own bills rather than the area of the roof.

Timing is the second, and it costs nothing. Running the dishwasher, the laundry and any car charging during daylight converts export-priced generation into self-consumed generation directly. In a one-for-one province that scheduling is close to irrelevant. In Manitoba it is worth about 28 per cent on every kilowatt-hour you move.

Worth asking any installer how much self-consumption their savings estimate assumed — it is the assumption that most changes the answer here.
