Newfoundland Does Not Let You Build a System Bigger Than You Need
Most provinces set a ceiling and leave the rest to you. Newfoundland sets two, and the second one binds. Under the province’s net metering framework your generating equipment must not exceed the lower of 100 kW or the capacity needed to meet your own power needs — and the second figure is what applies to a house. There is even a published way to work it out: annual consumption in kilowatt-hours divided by 8,760 hours multiplied by a utilization factor for the equipment being installed. On a 10,000 kWh household with solar, that arithmetic lands near 7.6 kW. This is a genuinely different situation from New Brunswick, where the ceiling is 100 kW and oversizing is merely unrewarded, or Nova Scotia, where you may build to 27 kW and simply earn nothing above your own usage. In Newfoundland, oversizing is not a bad investment — it is not permitted. So the design conversation here begins with twelve months of your bills, and the number that comes out of them is the number.
The Longest Payback and the Smallest Saving of Anywhere We Work

What should give you pause is any quote for Mount Pearl that projects a payback close to what southern Ontario or Nova Scotia sees. The sunshine and the rate here do not support it, and the difference will not be made up by a better panel.
