Solar panels in Ajax, Ontario
Durham's 2% loan, Ontario's rebate, and one of the province's shorter paybacks.
Ajax produces 1,150 kWh per kW a year and pays back in 8 to 11 years, among the shorter ranges in Ontario. What makes Durham Region unusual is the financing: the Durham Greener Homes Loan lends up to $125,000 at 2% over fifteen years, repaid through a charge on the property, and it is open to Ajax homeowners. Ontario’s rebate of up to $10,000 for solar and battery storage applies on top.

Ajax energy & net metering
What Elexicon Energy charges here, and how surplus solar is credited in Ontario.
Ontario’s Time–of–Use electricity rates range from 9.8¢/kWh (off–peak) to 20.3¢/kWh (on–peak), with mid–peak at 15.7¢/kWh (OEB RPP, Nov 2025–Oct 2026). Ajax electricity is distributed by Elexicon Energy. Solar panels generate most during daytime on–peak hours, earning you credits at the highest rate. The Ontario Electricity Rebate provides a 23.5% discount on your bill.
Elexicon Energy Time-of-Use rates in Ajax
What a kilowatt-hour costs at each tier, and the hours each one applies — OEB Regulated Price Plan, Nov 2025 – Oct 2026. Rates are set province-wide by the Ontario Energy Board, so they are the same whichever utility bills you; only delivery charges differ.
Elexicon Energy peak hours, by season
The tiers hold all year; the hours switch twice a year. Weekends and statutory holidays bill at the off-peak rate all day, in both seasons.
On-peak power costs 2.1× what the same kilowatt-hour costs off-peak. At the Ontario Energy Board's benchmark of 700 kWh a month, that is the difference between $68.60 and $142.10 on the electricity line alone — delivery and regulatory charges are billed separately, and the Ontario Electricity Rebate then takes 23.5% off the total.
This is why solar pays better here than a flat rate would suggest. A rooftop array produces most between 11 a.m. and 5 p.m. — precisely the summer on-peak window — so the power it offsets is the most expensive power Ajax buys.
How your system works behind the meter
Most of a Ajax system's value comes from power used behind the meter — electricity your panels make and your home uses on the spot, offsetting energy you'd otherwise buy at 9.8¢/kWh. Only the surplus flows past the meter to Elexicon Energy for net-metering credit.

Solar Panels in Ajax, Ontario - Durham Region
Ajax in Durham Region produces 1,150 kWh per kW annually. Elexicon Energy distributes electricity. Ontario’s Time-of-Use pricing means solar earns maximum credits during on-peak hours (20.3¢/kWh).
Ontario’s net metering program credits excess solar at the full retail rate. HRSP ($5K solar + battery at $300/kWh up to $5K) or net metering available – but not both.
Durham Region Programs in Ajax
The Durham Greener Homes Loan is open and is the largest municipal financing offer on this site: up to $125,000 at 2%, repaid over a fixed 15 years. It covers energy efficiency and weather resiliency work, split 80% / 20% between the two, with an initial disbursement of up to half the approved funds. Because it is a Local Improvement Charge it attaches to the property rather than to you, and transfers to the next owner on sale — worth understanding before comparing it with a personal loan.
Two further Durham rebates — the Deep Retrofit Rebate and the Weather-ready Rebate, each up to $5,000 — are open but restricted to Whitby residents only, so they are not available in Ajax.
Ontario HRSP - Up to $10,000 for Solar + Battery
Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:
- Up to $5,000 for solar panels ($1,000/kW)
- Battery storage at $300/kWh up to $5,000 (requires approximately 13.3 kWh to reach the cap)
- HRSP maximums are per category rather than one shared pot: up to $10,000 for solar and storage, up to $12,000 for heat pumps, up to $7,700 for insulation
Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. If you prefer net metering (earning 1:1 credits for excess solar), you would not apply through HRSP.
Note: The Canada Greener Homes Grant (closed March 2024) and Greener Homes Loan (closed October 2025) are no longer available.
Why the Financing Rate Matters More Than the Panel Brand
Most solar comparisons focus on equipment. In Durham Region the larger variable is usually the money.
The Durham Greener Homes Loan lends up to $125,000 at 2% over a fixed fifteen years, and Ajax homeowners are eligible. Because it is a Local Improvement Charge it attaches to the property rather than to you personally, and it transfers to the next owner on sale — which is worth understanding before comparing it with a personal loan, since it changes what happens if you move.
Set that against ordinary dealer financing. On a system in the range most Ajax households install, the difference between borrowing at 2% and borrowing at eight or nine per cent over fifteen years runs to thousands of dollars in interest — comfortably more than the price difference between competing panel brands, and more than most efficiency differences will return over the same period.
This is not an argument that equipment does not matter. It is an argument about where to spend your attention when you are comparing two quotes. If one installer offers a marginally better panel and the other helps you access financing at 2%, the second is usually the larger number.
Two Durham programmes do not apply here, and it is better to know now: the Deep Retrofit Rebate and the Weather-ready Rebate, each worth up to $5,000, are restricted to Whitby residents. Ontario’s Home Renovation Savings Program, worth up to $10,000 for solar panels and battery storage together, applies in Ajax as everywhere else in the province.

What Durham Region programs can a Ajax homeowner use?
Yes.
The Durham Greener Homes Loan is open to Ajax homeowners — up to $125,000 at 2% over 15 years, repaid through a charge attached to the property that transfers when you sell.
The Deep Retrofit and Weather-ready rebates are also open, but restricted to Whitby residents, so they do not apply in Ajax.
Ontario’s HRSP applies on top: up to $5,000 for solar and $5,000 for battery storage.
Can an Ajax homeowner use the Durham Greener Homes Loan?
Yes.
The loan is open across Durham Region with one exception, and that exception is Pickering rather than Ajax.
It lends up to $125,000 at 2% over fifteen years, repaid through a Local Improvement Charge on your property tax bill, which means it attaches to the property and transfers to the next owner if you sell.
Two other Durham programmes — the Deep Retrofit Rebate and the Weather-ready Rebate, each up to $5,000 — are restricted to Whitby residents and do not apply in Ajax.
Ontario’s Home Renovation Savings Program, up to $10,000 for solar and battery storage together, applies here as it does province-wide.
How long does solar take to pay for itself in Ajax?
The figure quoted on this page is 8 to 11 years, which is among the shorter ranges in Ontario — only the southwestern group around Windsor, Sarnia and Chatham-Kent is quoted faster.
That reflects production of 1,150 kWh per kW a year, Ontario’s Time-of-Use pricing, and the fact that solar generates during the expensive middle of the day.
Financing changes the picture as much as any of that: at 2% through the Durham Greener Homes Loan the interest cost over fifteen years is a fraction of what dealer financing typically charges, so how you pay for the system affects the real return nearly as much as how much it produces.
