Solar panels in Milton, Ontario

Milton’s rapidly growing community with newer housing stock is well-suited for solar. 1,155 kWh per kW production annually. Alectra Utilities distributes electricity. Newer homes with larger roofs are ideal for solar installations.

Ontario’s net metering program credits excess solar at the full retail rate. HRSP ($5K solar + battery at $300/kWh up to $5K) or net metering available – but not both.

Ontario’s Home Renovation Savings Program (HRSP), launched January 2025, offers:

• Up to $5,000 for solar panels ($1,000/kW)
• Battery storage at $300/kWh up to $5,000 (requires approximately 13.3 kWh to reach the cap)
• HRSP maximums are per category rather than one shared pot: up to $10,000 for solar and storage, up to $12,000 for heat pumps, up to $7,700 for insulation

Important – HRSP vs. Net Metering: Solar installed under HRSP must be sized for on-site load displacement only – net metering is not permitted under HRSP. If you prefer net metering (earning 1:1 credits for excess solar), you would not apply through HRSP. Your Xolar advisor can help determine which option provides the best return.

Ontario draws the line at 12 kW. At or under it, your system is micro-embedded generation and follows a shorter connection route; above it, the project goes through the standard embedded generation process, which is more involved. The Ontario Energy Board raised that threshold from 10 kW on 1 May 2026, and it applies through Alectra here exactly as it does through every other utility in the province. The systems Xolar has running in the Milton area sit under that line, among them an 11.36 kW array just over in Halton Hills. That is worth knowing before you size anything, because the difference between an 11.5 kW and a 12.5 kW design is not a few extra panels, it is a different application. Milton’s 1,155 kWh per kW is strong enough that a system under the threshold still does the work on most bills here.

Some Ontario municipalities will help pay for a solar system. London lends up to $40,000 at 2.5% fixed through BetterHomes London, repaid on the property tax bill, with solar panels and battery storage both named as eligible upgrades. Durham Region lends up to $125,000 at 2% over fifteen years. Toronto, Ottawa and Hamilton run local improvement charge programmes of their own — though not all of them cover solar. Hamilton’s, for instance, is aimed at building envelope work and heat pumps rather than panels. Kingston ran one that did cover solar and has stopped accepting applications, which is worth knowing before you count on any of them.

We could find no equivalent in Milton or across Halton Region. That is not a criticism of the town and it does not change whether solar works here — at 1,155 kWh per kW, with an average saving of $2,250 a year and a payback of 9 to 12 years, Milton sits comfortably in the middle of Ontario’s range. But it does change how you should read a financing offer.

Without a municipal loan, the money for a Milton system comes from three places: Ontario’s Home Renovation Savings Program, worth up to $10,000 for solar panels and battery storage together; the electricity you stop buying, credited through Alectra at the full retail rate under net metering; and whatever ordinary financing you arrange yourself. That third piece is the one to scrutinise. A dealer-arranged loan at eight or nine per cent is a very different proposition from a municipal charge at 2.5%, and the difference over fifteen years is large enough to matter more than the difference between two installers’ panel brands.

If a Halton municipal programme does launch, it will most likely take the local improvement charge form the others use, repaid through property taxes.
