BC Hydro closed its 1:1 net metering rate (Rate Schedule 1289) to new customers on 1 July 2026, following a BC Utilities Commission decision. New Nanaimo systems take Rate Schedule 2289, under which BC Hydro buys excess generation at 10 cents per kWh and pays each billing cycle rather than once a year. Declining the solar rebate does not keep you on the old rate — it is closed either way — so take the rebate. Customers who took the solar rebate moved to RS 2289 on 1 July 2026. If you accepted only the battery rebate, your service rate is unaffected. BC Hydro does not allow a pro–rated or combined arrangement across the two rates.

BC Hydro bills in two steps – 11.87 cents per kWh for the first 675 kWh a month, then 14.08 cents above it – with increases of 3.75% in both 2025 and 2026. Nanaimo’s mild oceanic winters mean less electric heating load than inland BC, so a typical household spends proportionally less time in Step 2, and a 7 kW array is usually sized to cover baseline consumption rather than to chase a high–rate tier.

What the 2026 Export Rate Means for a Nanaimo System

Nanaimo is a BC Hydro service area, so the 2026 change applies here in full.

Since 1 July 2026, new customers are credited at a fixed export rate of about 10 cents per kWh (Rate Schedule 2289) rather than 1:1 retail credit. The BC Utilities Commission approved it on 24 March 2026. Rate Schedule 1289, the old 1:1 arrangement, is closed to new customers entirely — so declining BC Hydro’s solar rebate no longer keeps you on it, and there is nothing to be gained by turning the rebate down. One improvement came with the change: BC Hydro now pays for exports every billing cycle rather than banking credits until a yearly reconciliation.

What that means specifically for Nanaimo is a change in how systems should be sized. With production concentrated in spring through autumn and a 7 kW array typical here, a system built to cover annual consumption will export a real surplus in summer – and that surplus is now worth about 10 cents rather than full retail. Sizing to your own load, rather than to the roof, is the change most Nanaimo quotes need compared with two years ago.

Nanaimo Gets More Usable Sun Than Its Latitude Suggests

Nanaimo sits well north of Vancouver, yet produces the same annual figure – about 1,010 kWh per kW. Latitude is not the whole story on this coast; cloud is.

Vancouver Island’s east coast lies in the lee of the island’s mountain spine, which strips moisture out of Pacific systems before they reach Nanaimo. The result is a drier, brighter climate than the mainland shore directly across the Strait of Georgia, and it offsets the latitude penalty almost exactly. Nanaimo out-produces Burnaby, Coquitlam and North Vancouver, all of which sit further south.

Sizing a Nanaimo System Around the New Export Rate

Before July 2026 the sensible advice on Vancouver Island was to build as much as the roof allowed, because every exported kilowatt-hour came back as a full retail credit. That is no longer true, and it changes the design brief.

BC Hydro now credits new customers about 10 cents per kWh for exports against a retail rate of 11.87 to 14.08 cents. Generation you consume yourself is therefore worth noticeably more than generation you sell. Nanaimo’s output is concentrated spring through autumn, so a system sized to cover annual consumption necessarily exports a real summer surplus – and that surplus is now the least valuable part of what you make.

The practical answer for most Nanaimo homes is a 7 kW array sized against your own load profile, producing around 7,100 kWh a year, saving roughly $1,880. Adding panels beyond that point still generates power; it just pays back considerably more slowly than the first 7 kW did.
